According to NewsNation, three men from Europe spent nearly $26 million to acquire about 99% of the possible number combinations for a Texas Lottery drawing held on April 22, 2023.
The planners were able to buy and print nearly 26 million tickets from low-traffic lottery outlets with extra terminals in the 72 hours between drawings.
With their ability to buy every single number combination, they won the $95 Million dollar jackpot. After taking the lump sum payout of $57.8 million, the planners came away with a profit of about $20 million.
There’s no law against buying as many lottery tickets as you possibly can.
With a group of foreigners, who claimed the prize under a New Jersey business named Rook TX LP, walking away with the state's third largest jackpot in history, plus they cashed in 289 winning tickets in the five-of-six game netting them possible thousands if not millions more, folks began to question the Texas Lottery and some even sounded alarms
Turns out that a group of "wealthy investors" may have been able to manipulate the game with a series of "pop-up" lottery retailers in Texas.

The story caught the attention of lawmakers and The Texas Lottery commission has since said it will be implementing changes to prevent mass ticket buys in the future.
One of the changes they made is that if there’s an unusual request in the future from outlets that have not previously sold a lot of tickets, then it’ll have to be reviewed by the Lottery's executive director.
